В статье рассмотрена траектория перехода общества к устойчивому развитию как основа эколого-экономической безопасности. Авторами проанализирован опыт в области разработки и использования индикаторов устойчивого развития, которые необходимы не только для оценки результативности и эффективности научно-технического прогресса и развития экономических систем, а также для прогнозирования и управления процессом перехода к устойчивому развитию. Приведены системы индикаторов устойчивого развития, разработанные Всемирным банком, Комиссией ООН по устойчивому развитию, ОЭСР, система индикаторов, разработанная для улучшения управления природо-пользованием в Центральной Америке. На основе анализа международного и российского опыта разработки индикаторов устойчивого развития авторами предложена их классификация. Авторы отмечают, что индикаторы устойчивого развития положены в основу индикаторов Стратегии экологической безопасности РФ на период до 2025 года, разработанной в 2017 г. Особой проблемой при отборе индикаторов является степень их интеграции. В статье рассмотрены наиболее распростра-ненные интегральные индикаторы устойчивого развития: Индекс живой планеты (Living Planet Index), разработанный Всемирным Фондом Дикой Природы, Экологический след (The Ecological Footprint), Индекс экологической устойчивости и достижений, предложенный учеными Колумбийского и Йельского университетов, Индекс реального прогресса (Genuine Progress Indicators), Индекс устойчивого экономического благосостояния (Index of Sustainable Economic Welfare), Индекс человеческого развития (Human development index), Индекс скорректированных чистых накоплений (Adjusted netsavings). На основе анализа указанных индексов авторы делают вывод, что имеющим наилучшее теоретическое обоснование, основанное на реальной статистической базе, обеспечивающее возможность корректного расчета, является интегральный индекс скорректированных чистых накоплений (Adjusted netsavings) Всемирного Банка.
In article the direction of transition of society to sustainable development as a basis of ekologo-economic security is considered. Authors have analysed experience in the field of development and use of indicators of sustainable development which are necessary not only for assessment of effectiveness and efficiency of scientific and technical progress and development of economic systems and also for forecasting and management of process of transition to sustainable development. The systems of indicators of sustainable development developed by the Commission of the UN on sustainable development, OECD, the World Bank, the system of indicators developed for improvement of management of environmental management in Central America are considered. On the basis of the analysis of the international and Russian experience of development of indicators of sustainable development by authors their classification is offered. Authors note that indicators of sustainable development are the basis for indicators of Strategy of ecological safety of the Russian Federation until 2025 developed in 2017. A special problem at selection of indicators is extent of their integration. In article the most widespread integrated indicators of sustainable development are considered: Living Planet Index, The Ecological Footprint, Genuine Progress Indicators, Index of Sustainable Economic Welfare, Human development index, Index of Adjusted netsavings. On the basis of the analysis of the specified indexes authors draw a conclusion that the most worked in the theoretical plan, having good statistical base and possibilities of calculation is considered integrated Index of Adjusted netsavings of the World Bank.
