В статье авторы в ретроспективе анализируют процесс становления и законодательного оформления почтовой регалии в Европейских государствах. Приводится обоснованный вывод, что почта в своем развитии прошла путь от гильдии гонцов, затем частной монополистической организации до государственной почтовой регалии, необходимость введения которой была впервые выдвинута в Германском государстве в XVII веке.
In the article the authors analyze in retrospect the process of legislative formation and execution of postal regalia in the European countries. A reasonable conclusion is that the mail in its development has gone from the Guild of messengers, then a private monopoly organization to the public postal regalia, the necessity of which was first proposed in German States in the XVII century.
